In the case of the three series of print mentioned by Sir F. Lugard, three copies of each section are regularly supplied to the Colonial Office, with the express object, it has always been understood, of a copy being available for transmission to Hong-kong, and in the case of the "China" and "China Railways" series one of the three copies is specifically marked "For Governor of Hongkong," and is transmitted to the Colonial Office in a special covering letter.
I am to enclose a collection of the bound print asked for by Sir F. Lugard with the exception of "Affairs of China", Parts 62 and 63, which have not yet been issued.
I am to add that for the reasons given above it will be evident that it would be difficult to meet Sir F. Lugard's wishes as regards the weekly despatch of all papers of the series referred to by the outgoing mail to Hongkong.
